Mr. Collier was a native of New Kensington, PA and a longtime resident of Lakeland, before moving to Tallahassee. He was a graduate of Florida State University and was retired as a program coordinator for the Agency for Work Force Innovation, specializing in employment services for returning veterans. He was a Marine Corps veteran of the Viet Nam War, where he was twice awarded the Purple Heart.

He is survived by his wife of 32 years, Thanh-Nga Tran Collier of Tallahassee; his mother Robbie Fink of Lakeland; his daughter Leslie Collier Lucas (David) of New York City; and his sister Paulette Pfister, also of Lakeland.
